I am pretty sure that the dev teams for SWG and EQII are a completly diffrent batch of people. They have diffrent teams of devs for diffrent games from what I have read.

Ya, it clearly states that your artisan lvl and your combat lvl will be seprate so that you can be a lvl 7 warrior and a lvl 50 artisan at the same time.
I really don't think they will ever raise the level cap to anywhere near 200 because it would discourage new players from starting the game later on. It would seem to daunting a task to attain that high of a lvl.

I don't think I would want someone in my guild that isn't motivated enough to look through the guild posts and find a guild that they want, but sits and waits for a guild to come to them.
