Have you tried warping out of the system? There is an icon in the upper right part of the screen for "Warp to Sector". IIRC you need to do that to answer the hail once you arrive at Earth.

IMO no, STO is not worth spending the money on. Save your money for other MMOs.

You may want to take a look at this thread over on the official STO forums. I remember reading about others who had a similar issue. STO would cause their modem to shut down.
