They got enough players for the first BWE. They disabled the prepurchase temporarily. And the CE is probably all sold out.
Prepurchase will be back if they feel the need of more players in the next BWE.

There is no forced pvp.
No raid in GW2
No need to group. no mob steal nor loot steal.
