Yeah, they never allowed player control of what dropped and you never got in game experience from it. You could earn points towards new and more interesting set pieces for making new missions I think but actually making 'farm' missions was a no go. …
City of Heroes had a mission creator that allowed people to make their own missions, add bosses, mission types, all sorts of stuff. Even allowed others to rate the missions.
