    1st Freedom - Is, has and will always be the highest pop. server. (Was originally the CoH beta server)
    2nd Virtue - Unofficial Role-play server.

    The others tend to fluctuate depending on server events or other random stuff...

    I played since day 1 to post-Issue 5, and yac's answer is what was considered to be the answer at that time.  Having played in both servers extensively (lvl 50 fire controller and lvl 36 ice tank in Virtue, and lvl 50 energy blaster in Freedom) i'd say i liked the community in Virtue better.  Then again this might not be relevant anymore because my experience was from before CoV's release.

    Freedom and Justice are the most busy.

    Virtue is probably #3 but a popular server with the RP crowd.
