The ARPG scene is dead enough, no need to piss on the ashes with Wolcen.
The ARPG scene is thriving, lol. Like going through a full blown golden age levels of thriving. We've got Path of Exile 2 breaking records and Titan Quest 2 about to enter early access. Small but exciting indie and AA ARPGs like Ash & Rust and Dragonkin are also coming out at breakneck speed. Diablo 4 is doing far better than it arguably should be. Path of Exile, Torchlight 2, and Grim Dawn remain bedrock staples of the genre. Diablo 3's maintenance mode seasons still see thousands of players. And Last Epoch is actually incredible.
Didn’t Pantheon MMO already try a Pantheon extraction rpg?
This is a different Pantheon by the Wolcen developers, which doesn't negate your point at all, but I'm curious if maybe you or others might be confusing the two because of the naming choice. Typical oblivious approach by Wolcen Studio lol.

Yeah I know it’s different but I thought it was interesting to try and use the same name when it didn’t really work out well the first time.

As others have said, PVP in ARPGs is super niche. POE had it with an instanced arena and nobody cared about it. D2 definitely had a dedicated niche. I think D3 planned to launch with PVP but abandoned it. D4 has a zone dedicated to it but I don't think people care about it.
The best PVP I've seen in an ARPG is from an MMO-ARPG. Namely Lost Ark. They were part of a list of dailies you could do and gave slightly better rewards than the PVE dailies.
It's hard enough to balance classes for PVE content. To then try and balance them for PVP as well turns out to be too much for little interest from players.

Breaking their own records by a little, but nothing earth-shaking compared to the rest of the industry. It just looks like a lot of POE players just paid $30+ for access to POE2.
GGG has been heavily criticized for several issues including "end game" and putting zero effort into a marketplace.
They lost me at being the devs who screwed Wolcen into an early grave. Even if they hadn't been those devs they would have lost me at "ExtrAction RPG".
