So umm...

When did this game start looking so good. Last time I saw it, the graphics looked like Ass. The graphics definetly look good, they could possibly save SoE; as long as SoE doesn't kill the game.

Just a mad stab here... but are you sure you're not thinking of Roma Victor?  Now, that game looked, continues to look, and will probably always look like "ass".  Gods and Heroes, as far as I can remember, has always (ie, the last year or so since it was announced) looked pretty good, and is now indeed looking awesome.

SoE will only be publishing the game, they have nothing to do with the development of it.  COntrol of that is in the hands of Perpetual Entertainment.

Correct.  Basically there agreement is like Electronic Arts publishing a single-player game for a out-of-house developer, but moreso.

SOE Platform Publishing will be printing the boxes and getting them in stores and doing some marketing (ads, etc.).  Other than that, they are completely uninvolved.  P.E. will handle the customer service, the billing, the servers, and of course the game development.

This is a financial issue really.  Setting up to print boxes and make connections with buyers like Wal-Mart, Best Buy, etc. costs a lot of money and you need a lot of time to establish yourself.  The investment in time and money doesn't make much sense when you only have one game coming out (to start).  P.E. gets to save money and focus on the game, and SOE will get the benefit of making some money off the initial box sales and being associated with a quality title.
