So will these require PCIe 4.0 or will it run on 3.0; can't find a straight answer anywhere.

It will run. PCIe is backwards compatible so that all PCIe 4.0 devices will also run on PCIe 3.0.

They will offer PCI Express 4.0, but as Vrika said, PCI Express is backward compatible.  If two things that are built for different PCI Express standards need to talk to each other, it works, but they use the older version.  If you buy one of the new cards and plug it into a PCI Express 3.0 slot, it will work at 3.0 speeds.  For most purposes, that will be fine.

NVidia commented on using new cards with PCI Express 3.0 speeds in their AMA:

Q: Will customers find a performance degradation on PCIE 3.0?

A: System performance is impacted by many factors and the impact varies between applications. The impact is typically less than a few percent going from a x16 PCIE 4.0 to x16 PCIE 3.0. CPU selection often has a larger impact on performance. We look forward to new platforms that can fully take advantage of Gen4 capabilities for potential performance increases.
