  You don't need TOA. You really will want SI though.

  TOA isn't required, but it upgrades the graphic's to the point its worth it in the long run. It also provides the ability for personal skins and of course the story/skills/quests/items blah blah included in the expansion.

  If you're interested in being the best, ToA is absolutely necessary.

  Let's face it, the guy with 10% bonus to base damage and style damage, on top of 25% bonus to attack speed, is probably going to beat the guy without those bonuses.

  Nevertheless, you should get TOA when you are level 39 so you can begin your TOA training when you are 40.
