Here is an example that may help explain the thought process that allowed people to spend this much money on something most of us could see was a really bad idea. This is what the Enablers helped create:

What most MMOs need and live off is community engagement and community interaction. CoE had that..even without a playable game! Which shows that there is a lot of potential in the design concept of CoE for a successful MMO if done right with an appropriate budget and with eliminating the flaws of the original design!
There are many MMO-players out there who WANT a MMO similiar to CoE and who are willing to spend money and to invest time to form communities. A serious development studio who realizes this and makes a good product based on CoE initial design features could land a big success here!
Actually, the "potential" of the design had major flaws from the beginning. Specifically, the pay-to-rule aspect was a big turnoff from day 1. The premise of "pay now to get advantages later" was always a paper-thin veneer of words that hinted at a massive P2W scheme. No one really knew how true that turned out to be.
Basically, the way to advance was to buy extravagant items often. I guess those who spent money on this fiasco can feel satisfied that they "won" CoE. But I still have all of the $$$ that I didn't give to SBS.

I would go with desperate instead of stupid. There are niches in the MMO space that don't really get served by decent products anymore. People in these segments are willing to take risks and crowdfund sketchier projects to hopefully get an actually good title that aims at their taste. Desperate people are generally easier to take advantage of.

now i'm not endorsing scamming, far from it... but surely people appear to make it really easy on the scammer sometimes.
