As someone who supports Fallout 76 and bought into this program. Its is not a non-issue and they are not conflating the issue. They promised something and they lied. Thats a big deal

They can jump in without invite. Not all people on a friends list are always friends. Sometimes players keep contacts for trading with. Besides, I should have the option to play ALONE without my friends, whether they be real or not, jumping in as they please.

The idea behind private servers should be that you get a clean instance when you start and it state reflects only what you, and those you invite to it, do in it.
These are not non-issues. We need to call out Beth on this crap else it will get worse. Seriously, most of the features in Fallout 1st should have been free and available at release. But I guess you are what one would call "fanboy" so no way you will be able to see clearly from other perspective.
Don't worry, the plot I have on the moon for sale for 100 dollars will be entirely private. It's a bit buggy what with the lack of air but a bargain none the less.
The likes of EA and Activision must be sitting there furious at the one-upmanship of Bethesda beating them at their own game of dodgy business practice. Their directors must be looking over now at the trophies they got for being the worst gaming company from the likes of the Levelskip awards. They must be thinking what chance have we got in 2019 with Bethesda on such a roll?
1. There's no excuse for implementing this cash grab in a way that anyone on your friends list can just join. It should require a one-time active permission or at least a permission toggle whether you're on the list or not. Just being that guy that you traded with 6 months ago and haven't spoken to since shouldn't automatically do the trick. But I guess that required extra development so they cheaped out... again.
2. The other "not a fresh instance" bit I'll give them some rope and let them explain. It's possible that there is something at work here to prevent exploiting the resources in a private instance and then using those resources in the public game. If they are doing something like that then those private instances may be keeping track of what you do in public instances and adjusting the private one's log-in state accordingly. Given their history of incompetence I may be giving them too much credit but it's possible that this is what's happening here.

4. @Kyleran Yes Zenimax has also done some really shitty things with ESO monetization (loot crates, the yearly-DLC-that-shall-not-be-called-a-DLC, some sub perks that should be base game, etc.) but Bethesda when it comes to live service games, is like their buggier, idiot cousin. If ESO were to sell you a private instance so you could solo without seeing anyone, that would be a closer equivalent. But of course they don't because the idea of doing that in an honest to goodness MMO is ridiculous and no one wants that. FO76 is a single player game shoehorned into a live service for no reason other than profit - it's not an MMO - so the players there obviously do want to be able to play solo or with just a handful of friends. Apples and oranges. I guess providing an off-line mode for free would have been just too difficult for their minimum wage interns to implement.
