Fallout 76 Update Size

Just curious, how come the recent hotfix update is 15GB in size, but only contains minor improvements?
Seems a little excessive.

    It took me like 2 minutes to download. TWO MINUTES! One minute while I install... Looks like most of the data folders were updated so they might be preloading a patch. For instance a Christmas event or atom shop stuff.

    Mine was almost 50 gig, playing on xbox
