Warrior skill: recklessness

Since rogues' coldblood is a 5 min cooldown, why can't warriors' recklessness cooldown reduced to 15 min?

    1st of all cold blood is a 3 min CD and recklessness is just a devastating CD because when a warrior uses it it's very hard to kill him so i think that 30 minutes is ok.. and another reason for it being ok that warrior get recklessness from the trainer and cold blood is obtained from talents so u need to make sacrifices to get it. besides an eviscarte crit isn't that horable comparing it with crazy mortar strike crit plus lots of other crits in the following 30 sec :S
