All 2HD weapons will now count as two items for the purposes of set bonuses..

Yes. It really is (finally) happening. This is a HUGE change for staff, 2HD or bow users that allows you to get the 5-piece bonus from 2 sets (in addition to the 2-piece bonus from monster mask/shoulder sets) when you use those weapons just like dual wielding and 1HD + shield have been getting all along.

This combined with jewelry crafting for all crafted sets will get the theorycrafter working overtime dreaming up new BIS meta for a while.

There is also a long comprehensive preview of all things coming with the Summerset update on reddit from one of the play testers invited to ZOS last week:

And if you'd rather get the details in a video, Woeler has a good video (30 minutes)

Forgot to mention another rather significant change coming with Update 18:

True Multi-Core CPU Support is coming in Update 18.
    • The distribution of your load balancing should now be relatively even across all cores and threads for your CPU. ESO still remains mostly CPU-bound, but they’ve removed the artificial cap on threads, so you should be able to notice some hopefully  impactful client-side performance gains

These changes are extremely welcome IMO as I only really play two handed classes in everything. Also the CPU changes are great as well.

Indeed. It'll be a big benefit for staff users all the way to end game and for stamina (DW with the bow on the back bar meta) at least until they start using the special weapons from maelstrom etc.

That is a great change.  One of the main reasons I tended to dual wield instead of use a 2-hander when I was playing.
