    It's an open-PvP full-loot buy-to-play game.
You don't know that, you're speculating that. The fact they'll have it does not mean that will be the setup of the game, example: PvP and PvE servers, or even optional stuff, because the long-lasting discussion about the "PvP Slider" is far from over, it forces a different approach because of the higher scale network model they decided to pursue.

A lot of stuff still to be fleshed out on this area.
This long into development and they haven't even figured out that stuff yet.  Of course, that shouldn't be surprising considering that this thread of discussion is how they haven't figured out the monetization model yet either.

At this rate, with so many things up in the air and unknown even by the developers themselves, the real speculation is just how good a game Star Citizen will actually be.  Ah well, they seem to be doing ridiculously well for themselves on continuing to sell hopes and dreams anyways so maybe it's for the best that they never settle on anything actually concrete like how much PvP will be in their game or how they plan on making money on the game post-release.

This is a question so tied to balance that won't happen early on.

Also you see they have, don't quote out of context because the answer states the plan as it stands, what he can't guarantee, and obviously so is if that is going to be enough because they will only know the revenue their current plans can generate once they put them in pratice.

You then have a big amount of player feedback on matters as PvP. Mind this was designed before in the nature of PvP and PvE players with the "PvP Slider", very heavily tied to the ongoing work on the network front so not surprising they won't commit to specifics yet.
