After a successful Kickstarter and Steam Greenlight campaign, Epic Tavern has entered early access on steam. Epic Tavern is a fantasy tavern simulator, in which you run a bar that is on the brink of closure when you acquire it. Your goal is to take care of the fantasy heroes who come to have a drink and sleep for the night, while also talking them into going out on quests in a group for you while taking a cut for yourself.

Man, I would love it if MMORPGs integrated this somehow. A system where player-owned taverns spawned quests that the owner could offer up to visiting players.
Would probably be gamed to the point it got nerfed into oblivion, though.
It's a shame, really. If this game is popular enough to get a cult following, then there would surely be a minority of players willing to play the same function with real folks, assuming the real folks didn't act like asshats about it. Which is exactly what a small percentage of them would do.
A man who fears nothing is a man who loves nothing; and if you love nothing, what joy is there in your life?

I'll wait for a steam sale.
This is essentially what Garrison/Order hall system WoW has is. Difference being only npcs are used, and not other players. Closest thing to player made content like this i know of is NWO. Neverwinter Online with the player made quests. You actually get a nice chunk of exp from doing them and some people are really creative with it.
