We've got Project 1999 and now Nostalrius, so I don't see why they wouldn't be.

    Project 1999 operates with Daybreaks blessing, and Nost/Ely was given special exception.

    RO servers are still illegal to operate since Gravity has never given their blessing to private server owners to run them. Because of this, it is against the rules to discuss them on this forum.
