Leveling up Questing in co-op mode - is it fixed?

in Elder Scrolls Online
I'm looking into jumping into ESO but I remember when the game launched a lot of people criticized that phasing made completing a quest a problem. Especially when fighting a boss and one person had the quest and others didn't though they wanted to help or else they were different levels, etc.

Has this been fixed or is it still as I remember the reviews pointing it out?

    If I remember the only times that happened were during the main story and guild quests. I never ran into that problem during normal play / quests. I always do those solo anyway.
