Maybe this was covered in the news and I missed it but I just logged in for the first time since Halloween and found news about the released issue15:
It seems to be recycled content + 1 new mission. The point is if you have any of the old sidestories of this mission pack already then you will get the new mission for free.

Issue #15 features the most missions ever seen in a single Issue, including all missions from Sidestories: Further Analysis, Love & Loathing, and The Last Pagan, plus a brand-new investigation mission that’s one of our most in-depth yet! This new mission may be found in Kaidan, and sends you across the world in search of answers.
Plus, if you already own any of the three Sidestory packs, you get all of Issue #15 for free!

I tend to only look at the "Recent Discussions" where things like this quickly drop out.
Either way, free mission - I like.
