From a player perspective: Good = population that is logged in is not that large and most places look rather deserted Normal = there's a decent amount of people playing and it looks populated in most places
How many exactly: I don't know. They said that they would upgrade the server capacity with C4, but I don't know by how much, or how much it was. I heard something about 2000 slots if the server has Full status, but I don't know if that's accurate.
