npc limit in strongholds changed

- NPC Decorations have been refactored, and the 25 NPC Limit now applies only to interactable NPCs.
so basically the limit only applies to vendors and companions you can place

I'm more happy that my Sorceror and Warrior can stop removing the Stronghold's guards whenever I want to place a companion.
