How is the "Released Games" section formed?

On the left 

+ Released Games

+ Games in Development

My question as stated in the topic title is how do games get there, is there is system to it. I tried looking at what's populair and the list doesn't really match. Also tried to look at release date's but it's all over the place. Obviously I understand the + Games in Development ;)

Just curious about + Released Games

    It seems to be one of the more neglected sections of the site.  Most of the information is out-dated or plain wrong.
