RPG where you can attack NPCS/townspeople?

Maybe I'm sadistic, but I like this feature.  I know it's in the following games.

The Elder Scrolls/Fallout 3

Gothic Series

Baldur's Gate 1/2

Icewind Dale 1/2

Neverwinter Nights 1

Vampire: The Masquerade - Bloodlines

 

Am I missing any?  I'm mostly interested in games released post-2000.  I'm sure there are some ancient ones, but I'd prefer newer.

    TOEE (Temple of elemental evil)

    Based on the games you listed this one is right up your alley. Excellent TB combat (probably some of the best) party based dungeon crawling with several largew towns where you can act how you desire (including killing NPC's)- In fact... NVM, just play it =P

    NOTE: You will need the mod pack (I forge the name but google it-) since the game was released buggy and essentially broken- With the Mod pack you will get very few bugs and extra content without breaking the vanilla gameplay.

     

    Enjoy- Probably one of my favorite RPGs of all time (when fixed with the mod)

    If you buy it from GOG (good ol games) its patched up already and you just install the mod pack on top of it. http://www.gog.com/game/the_temple_of_elemental_evil

    -Also  note- this game was released in an abysmal state which is why many of the reviews are trash- The mod pack (which has been being updated now for years) fixes the issues . Prime example of a rushed release destroying a game- Similar t VTM: Bloodlines but far worse.
