Easy. Open up a server that is pre-uor. Meaning no trammel and no new skills or all that other blah. They would open one but would quickly realize they would need to open 3-4 more.

People will claim that no copy of the code from Pre-UOR now exist.
I for one do not believe that for one Minute.
I do believe that maybe coding Pre-Uor shard with needed patches fixes/exploit fixes to todays standards, also say making character transfer from Pre-UOR to another Pre-UOR shard adding in that code would be extremely expensive in Developer time, which makes it really hard to legitimize.
I attended the UO: Samurai Empire Developer meetup held day or two before the release of Samurai Empire and Hanse the Developer was walking around with the Original Design Document for Ultima Online, so which leads me to believe if that still exists floating around for any developer to carry around extra bundles of code must simply be sitting on plenty of hardware servers in the Electronic arts campus.
