Lord of the Rings Online: New Concept Art

The designers of Turbine's Lord of the Rings Online have released two news pieces of concept art. This time, the pictures depict the Gorthorog, an evil race from the Northern Waste.
In the early days of Angmar, the Witch-king sent forces North to "collect" the remnants of an evil race that was long believed destroyed, but which Sauron's far-seeing eye spied in the ruins of the Northern Waste. These ancient creatures were few in number but great in strength; of Troll-kind but far more cunning, and exceedingly cruel. The name given them was Gorthorog.

Concept art?
Wasn't this game suppost to be released 2 years ago but has been delayed year after year? ( I have a promo trailer that was on a PC Gamer mag disc thats over a year old)
