That's right. It's very sandbox and inspired my mindcraft. Go to http://www.thesecretworld.com and check out an interview with Joe Bylo (or something along those lines) from back in November. he says it there. He also said back then that the crafting mechanics are ready, just that they had to expand a lot on the number and types of items that can be made.
I signed up for beta, but have not received a key yet so... I have a friend though that plays the game. Btw, after 25 hours of gameing he had only unlocked 4.8% of the skill wheel. sound promising in terms of content.
