Where I can find the most recent changes to L2, and would it be better to start off as a Shilien Knight or Sword Singer on return?
You should check Lineage2.com for the latest patch notes on the game. Also a Shillen Knight is a Tank class and a Sword Singer is a support / fighter class. You can find info on all classes at Lineage2.com
