That was my only complaint when I played. I'm glad they added content and all that, but does it still take 20 seconds to take 2 steps forward?

Yes they did. The rubber-banding that people used to experience has been fixed and combat currently feels better than it ever did before.
They fixed rubber banding a long time ago, with the Dawn expansion they raised new player starting stats to 25 each so you don't walk so damn slow starting out.

Yeah, it's vastly better than it was back in the day
