ok I have a silly question. I can spend 200-300$ and I actually don't know whether HD 5870 is better than hd 6870 or not.. which one should I buy? 58+ or 68+?
Honestly with 200-300 to spend i would recomend a ati radeon 6950, 2 gig ddr5. Price around 275. But make sure your case can handle an extended video card profile, as this video card is a tad longer then other high end cards.

550w ps is enough. Its your case itself usually that might restrict a 6950 card install. Look up your case specs and the 6950 length specs and make sure it will fit prior to purchasing one. Most motherboards will accomidate this cideo card but there are a few designs that will not. < like some with ram slots which might block an extended length video card install etc...> so check your Motherboard specs as well. All that being said , the 6950 is an amazing card if you can use it. Good Luck!

In order to know whether your power supply would be enough, you'd need to say what power supply you have. Give the exact brand name and model, not just the nominal wattage. A high quality 550 W power supply will handle pretty much any single GPU card on the market very well. A cheap junk "550 W" power supply that explodes if you try to pull 300 W from it won't fare so well.

If you have between $200~$300 I would recommend getting the 6950 (click me) which can be flashed safely to a 6970 (a $350+ card).

ASUS 6970 DIRECT CU II its only 298euros but one best videocards out there, stay on very good low tempature and very silent card.
To be always on safe side, i recconment a 850 PSU 550 maybe ok but its still on low side with not much more to handle.
