Yep, the Korean version has the Flagging system in place. During the CB sessions the timer was set at around 5 sec but it looks like they lowered it to 3 sec from what I can tell.
The NA/EU pvp community has voiced there concern about it. In short they don't want it.
~still funny to see the 3 sec of sheer panic set in before the fighting begins~
