This couldn't be farther from the truth. A new character, while taking advantage of the double SP gains, could have a PvP capable character (or mission runner, or industrialist, ect...) within the first month.
It's just that the 2003 characters can do all of the above.

You've obviously never even tried the game. Any new player can come in and within a 3-4 short weeks, compete successfully in PvE or PvP as long as they take advantage of the 100% skill bonus properly or any other area of focus.
Most people tend to screw up in Eve when newly joining by trying to tackle a few different kinds of skills here and a few more there, digging too far into multiple specialized areas to be effective in any one within a short time frame.
