Since you didn't write what graphics card you have, I'm gonna assume that it's onboard and that would explain why your FPS is horrible. The game is not retarded, your computer is.
The following are the min requirements for the game to run, you barely meet that. Those are low requirements for PC games, looks like it's time for an upgrade.

A new vid card will help a lot. Your onboard vid chip is using up memory.
lets not forget you can get 4 gigs (2x2) for like 80 bucks on newegg. I recommend getting more ram as well as a cheap video card.
Man this post makes me feel better. I thought i could handle it too, but no chance. I can do WoW, LoTRO, and Dark Age but WAR was not happening on my 7 year old dimension 8300. It has been a reliable PC , with a few upgrades.

Heres my card but the game should at least have support for some lower end system there alot of people with trash computers WoW runs fine
Don't play video games on on-board video cards.
It doesn't work.
You can get a decent video card (that runs WAR pretty much no problem except in big sieges) for less than fifty bucks.
Also, I hate it when people get angry that games don't work when they lack even a rudimentary understanding of what is required of their system before they can partake. Here's a hint: if the game is 3D, and sometimes even when it isn't, you -need- a video card. Even a shitty one will give you a DRAMATIC performance increase.
EDIT: WoW is five years old and was designed to run at least decently on lower-end systems at that time. That said, lower-end systems five years ago had just a shade under 10% the RAM you have now and an -even less- decent video card. WoW runs fine because it is old. It's like saying 'Well, what, I get great framerates on Ultima Underworld!'

I built my roomie a super-budget-level gaming rig probably a year and a half ago. Runs WoW fully maxed at 1680x1050, runs WAR on low settings, same resolution, with no hitches unless it's during big 30+people fights, and even then it's somewhere in the same zip code as playable. Cost something like $350. A year ago.
The video card really does make a big difference, especially if you aim a little high.
I can't tell from the info you posted what motherboard that computer comes with, and therefore can't advise you as to which video card you should be using. If it's new enough for Vista, it's probably got a PCI-Express (PCI-E) slot in it. If that's the case, pick up something in the NVidia 9600-9800 family; the ones I've seen are passive-cooled (thus quiet) and not very power-hungry. My roomie has a 9600 and it runs just fine alongside all his other malarkey on a measly little power supply.

DO NOT just go out and buy a graphics card. Be CERTAIN that you have a PCI-E slot open or else you will have to use another option and your money will be wasted.

If you wanna go -really- nuts, this works out to about ninety bucks and will probably be quite a bit snappier, although a bit more power-hungry.
Also, I suggest nVidia only because most modern motherboards are geared to run with it; ATi had been my choice for years until I started having problems that were cleared up by going with nVidia, problems generated by my family buying me a (really nice) computer that had a chipset nVidia likes and ATi didn't. Also, at this point, nVidia makes better cards for the money. : I wish it weren't so, but it is.
It's not the cards that are really the issues these days - ATI's driver support is HORRID.
If a driver bug is reported to NVidia they literally fix it in days. ATI has had some bugs for years and counting - like the multitudes of OpenGL bugs.
Try playing any OpenGL-based games, or game engines, on an ATI card and watch how much fun you will have.
Lots of problems get blamed on the games, but if you are running on an ATI card, that's seriously not always the case - sure some game developers 'might' be able to figure out a work-around, but in the end its impossible to get around some of the driver bugs ATI does not fix.
They made the advertising deals early while ATi stayed in their basements and tinkered and made cooler technology. ATi tinkered, nVidia networked.
Now the technology is pretty much tapped out; microchips are about as fast as microchips are going to get, which is why my GTX 285 OC basically doesn't even fit in my case. Really; the hard drive just dangles in there, kinda propped up on its end, because its housing was too big for it and the video card to coexist.
So! ATi used to make WAY superior cards, but now their cards are kinda at a similar level, with ATi being more efficient and technically proficient and nVidia owning EVERY LICENSING DEAL THERE IS, and thereby being awash in money with which they can hire people to do R&D, fix problems, AND continue making licensing deals.
Yeah so they can play wow doesn't mean it'll look pretty or get good fps.

The 9600 is a great recommendation. Its not top of the line, but the fps gained going from the onboard to a dedicated video ram will be noticeable. The 9600 also runs cooler, takes up less space, lower power requirements. I say a great first upgrade.... also buy the 4 gigs ram. You will be very happy with the performance upgrade.
It doesnt help either that WAR is about as poorly optimized as you can get. I can play AoC on max settings and pull better FPS than I was getting in Warhammer, and lets face it, WAR is not a pretty looking game.

Client side you can, server side the game still craps out. Ask Karak Norn, it still crashes regularly on ' large scale PvP'
It is 945G ,it should have pci-ekspres 16X vga slot ,but to be sure download gpu-z and run program and check.

From what your system shows you have an onboard video card which is not made for high end gaming. It also looks like your system can handle a much better card, but you may want to ask HP if these cards will work to be sure.
