How to delete my account?

Hiyas, I wanted to change my user name, but the only way to do that is to create a new account. If I create a new account, can I delete this one? And if I can't delete this one and I enter into a contest and I just happen to win, will I be penalized for having two accounts, even though I only entered the contest with just one? Thanks in advance!
