Was wondering, what's the lore of Orcs not being a playeable race in again?

I know there would be restrictions in what class they could/could not be within the game, but I think after beating up on may of them in common lands and such they would be a really good addition within the game, heck even Goblins (the more the merrier I always say).

orcs arent sentient enough basically, they fight in hordes led by usually just 1 orc and have a hive mind effect going, they arent telepathic but they literally all think the same thought, kill everything! anyway im guessing that theyre so stupid and unable to be diplomatic is why they arent playable. at least theres iksar sarnak ogres and trolls for cool large races, and neutrals got those big cats and goody goods got the barbs.
