I have heard that this is going to be a open pvp game. Is it to early to tell if it is or not cause if it is I don't even want to waste my time on it. Free is great but for an open pvp game I would be better off paying every month for something else I can have fun with.

You heard wrong. There will be heavy emphasis on pvp, with the ladder and such. But PVP works basically the same as the pve missions: it's instanced. You make your team, enter the match vs another team. PVP only exists in pvp instances with only the players in that instance.
