Is Barbarian a civilization or not?

In Rise of Empire, there are 10 civilizations Vikings, Frank, Egypt, Byzantium, Huns, Incas, Chinese, Zulu, Turkey, and Barbarian. I understand previous 9 civilizations except the last one Barbarian civilization. Can’t figure out what does it refer to. Barbarian means primitive and hasn’t civilized. How could it be set in same breath with other 9 civilizations? Make a poll here to get more ideas. http://roe.mmorich.com/dgyz/index.html

It not uncivilized, just a pure culture which has not been spoiled by the others are so-called great civilization as we know, such as other 9 civilizations in this game.
Barbarians typically represent civilizations like the germans and celts that were never recognized by the historians of the time as civilizations. This is despite the fact they can muster thousands and in the case of Budaka millions which is pretty much unheard of for this period while maintaining laws, culture, and development. I believe the biggest difference is the lack of military power from these civilizations that make them not count and act like weaker units.
I think is France!! Ah, very powerful and great under Charlamagne, very large empire. Remained strong throughout the middle ages even with so many surrounding enemies.

It's more or less derogatory term towards cultures unwilling to join with "your" more "civilized" culture.
Base terms of language are often stemming from victor's of conquest or failures of conquest.
In this we are referring more to the way the Roman empire viewed other cultures. If they weren't Romanized they were barbarians.
The Saxons referred to the Celts as barbarians as well. Essentially the terms have nothing to do with the cultural standpoint of the people, so much as the way the culture who insulted other cultures.
For instance "blue bloods" used/still do common refer to lower castes (the blue collars) as barbarians.
It's an insult.
The other cultures didn't refer themselves as barbarians.
Barbarian wasn't necessarily a "civilization" as much as it was a unique culture. It's not like there was a Barbarian capital or something. I'm not familiar with the game you're talking about, but it seems to me that they are just listing the most influential cultures at that time, not necessarily "civilizations" per se.
Barbarian as far as I know etymologically derives from the greek word "Varvaros" ,basically created from how the sound of the language of the other civilizations sounded to the ears of the ancient Greeks, hence the double var var and referred basically to any non greek culture, hence the saying "Any non Greek is a barbarian" . It didn't carry initially a deragatory meaning, just that to understand a culture you have to understand the language. With the conquests of Alexander the Great it started to carry a deregatory name meaning "Not cultured".
So yes technically speaking "barbarian" can be any civilization depending on your standpoint.

barbarian can refer to a number of different civs, if you wish to narrow it down to just one, the Berbers of africa are thought to have inspired the term.

No and here's the quick and simple reason why. The term barbarian describes an existing civilization and is not a civilization in itself. To the Romans for instance the Gauls, Visigoths, Huns, Germanic Tribes and many others were all considered Barbaric Civilizations. It's a term to describe any civilization that doesn't have the technological level or cultural sophistication of your own civilization. It's actually more of a cultural slur than anything else.

Thank u for so many nice ideas. The rate has become 57% to 43% now. It seems more ppl agree Barbarian as a civilization so far. Anyway, i think this is an open-end topic, welcome more ppl to vote and express any ideas here. By the way, I have no mean to discriminate against any culture or civilization.
