The easyest way to describe it is that it is like Burning Crusade (without the level cap increase). You have to have CoH to play Going Rogue. just like you had to have WoW to play BC.
For CoH the issues are free and are somewhat similar to the expansions of L2 I believe. To date it's only had one 'expansion' in the form of CoV which was a paid product which released at the same time as a free issue that included PvP zones and some additional stuff. Given that they're calling 'Going Rogue' an expansion as opposed to an issue, I'd imagine it'd be paid content of some kind that will release with an issue (Issue 16 likely) to be released at the same time containing related content that they want to share with the playerbase as a whole.
do we have to buy original too to play Going Rogue? or is it like l2 expansions where new stuff add to current old stuff and everybody gets to play it.

i would assume they learned their lesson from the "city of villains is a stand alone game" fiasco, and that Going Rogue is not a stand alone game. Based on that assumption, I would assume that yes, you have to buy the original game in order to play Going Rogue.
but, keep an eye on their FAQ, eventually they might add information like this to it.
for the second part of your post - they have announced this is the first expansion since the City of Villains expansion - so no, this is not free added content.

Do you mean to ask: Is it an expansion we have to pay for rather than the free content expansions that Lineage 2 has?
