Do server clusters share the same frontiers?

I'm confused how the server clusters work, if there's lke 8 servers on one cluster, thats a pretty thinned out population. How do the frontiers work and how do you find the action?

    Everything is clustered exceptt Homezone. If you see 2000 people on one Cluster, they are all using one frontiers
