For the 11million, is that refering to the number of Accounts in WoW
Or is that refering to the number of games sold.
(Also if it is refering to boxes sold, would the X-pacs be counted seperate? Like Guild Wars did with their 6million)

As have been said it is active accounts. To really understand the financial impact it is very important to separate the Asian market from the NA/EU one though. An active account in Asia does not correspond to the same ARP at all (more like 10%) of a EU/NA one. And Asia is the largest part of the 11M number.
Still a huge number though - the dynamics of the Asian market and its 'Bang' culture makes it very hard to do apple to apple comparisons also for other games (Asian MMOs have large numbers but quite small revenue bases for the same reason - most revenue bases of the Asian MMOs are dwarfed by CCPs EvE and Mythic's WAR for the very same reason - even though the Asian player bases are larger with a margin).

- X-Fire is an excellent tool to monitor one game over time in terms of trends
- X-Fire does not give any guidance on the relative performance of games (comparing WoW with EvE for example would give that EvE has 825,000 players which it does not - EvE users are active X-Fire users due to support however. Same goes for WC3 which would have 900K users yesterday which it did not also - but WC3 players are almost 100% X-Fire users).
The second bullet is due to the fact that some gaming populations (such as FPS, WCIII etc) uses X-fire alot while others do not use it at all. In the case of Blizzard and CCP they are actively supporting X-Fire. In the case of other developers it is the opposite. So the error margin is so big it is useless to compare games with each other using X-Fire stats.
Blizz are facing some trouble in China.

it is current subscriptions to the game. These include China's The9 subs. They are all current subscriptions, but are not determined based on what xpac or lack of xpacs they have on their accounts.
Seems Warcraft Realm closed or something. Does anyone know some kind of website for stats?
I know the 11m anouncment by blizz was done around xmas which always boosts their performance.
Graphs there went up at xmas and down at summer.
