At the moment the most mentioned date for the European release would be February.
Nothing is definate yet so don't get your hopes up high yet.
If you want to play on the american servers you need a creditcard with an American billingaddress.
Similar thread just down the next page.
Basically if you buy a US version you need a USA billing address.Only other mmorpg i remember that had this requirement was shadowbane which you could get around by putting a US postal address but you have to remember its risky and worse may not work against blizzard billing system as it did against shadowbane.
