I have one question, is it true that you can buy game time with in game money? (ISK) I think I heard somewhere that 1billion ISK = a month gametime. Is this true? Thanks.

It is true, but it is more like 2 months for 650-700 million isk.
Its also true that you'll likely be playing EVE quite a while (if ever) before you get to the point of earning enough ISK to pay for GTC's with it.

So essentially you could only pay the initial cost when making an account and never have to pay another sub fee if you earn enough ISK?
its doable yes, but for a newcomer very tricky. making that kind of money requires someone who knows eve quite well, a rookie fresh out of the tutorial would really struggle to make the requisite 350 million isk in a month.

You're better off paying the monthly fee and just enjoying the game rather than make a job out of it. The hours would be gruling and the wage low. Just ask the Chinese.
You should do the 14 day free trial so u can get a 14 day head start on Making that ISK and getting to know the game before u buy it
If you are economically Savvy it is possible to trade and make that amount of ISK .
Yes there are people that do nothing but sit in stations and play the market.
Barrier of entry isnt very high but you could very easily lose your shirt as a new player.
As for tips and tricks.... good luck most traders keep there ideas and tactics to themselves, you can read the stickies from the trading forum for a start.
