New Towns for New Skills

At the start of the game you are limited to a few skills then you can explore north of Lion's and you will coe to a beach town that will offer you mroe skills, then later on in the game there is a master scout that will teach your more skills, Forgot the name of th town but it is the one with the river leading to the next mission.
Does anyone know if there are any other towns or people to see and gain skills. I am thinking there might be another town out there that is far out in a explorable area anyone know?? Please give a discription if you know.

The "normal" way to aquire new skills is to steal them with a Signet of Capture anyways, from a named Mob. I think they added the skill-vendors because no one would have the time to gather all the skills they'd need in this limited event.
The other permanent way of learning is to get a Skill-Charm (from Skill Charm Trader or directly from a player who made it from one of his skills), and then use a Skill-Ring of the corresponding class on it. You could also use a Necklace on it to learn it temporarly (Necklaces can be bought from the Outfitter), or an Elite Necklace to learn skills from other classes temporarly - though those are automatically counted as elite-skills...
