and when I try to check out the forums it gives me a message saying

Yet when I go to the account managment page it clearly says my account is active

Go to billing. billing.turbine.com
Click on the "forum account" link under your account, to the right of the small "subscription plan" writing. I would take a look at that. Username and forum name could maybe be different. Also, in my case, I have 2 usernames listed under LOTRO, make sure you are using the right one. That's the only thing I can think of. I don't play the game currently but hope this helps.

If all else fails, try calling their account management people on Monday.
I had a similiar issue, after calling Turbine, they corrected it....
Some times it just takes some time after resubbing for everything to propagate.
