Echo Base is both huge and very detailed in my opinion. The art team did not reuse many assets at all in there. Looking at other games graphics it holds up to any on the market.
It's very unimpressive looking, terrain is jagged and looks nothing like a snowscape would look like as a result. No snowdrifts, nothing. Its a total recolor job done to Tattoine.

Hoth "artwork":
1. Take Tattoine textures
2. Change color from beige to white
3. Take Graul monster artwork
4. Change color to white.
