I don't know what the deal with this thing is. I have Cable connection speed (300-400K/sec download on Steam) and yet this thing only goes at like 2-30K/sec. Is it like a torrent? I got 900MB so far, and I know my internet isn't the problem. What's wrong with it?

Here are some steps you can try : 1. Close downloader right click the cohupdater.exe then make sure it is set to Run as Administrator. 2. Make sure your firewall program is alowing full access to the cohupdater - if not give it permission if you don't know how ask someone (if available). If not turn off your firewall program (this is not recommended). If you turn off the firewall remember to turn it back on after your download finishes or all sorts of buggers
can get you. 3. Re-launch cohupdater program (make sure to run as admin). 4. If that doesn't work go to CoH forum and search for tech support on your issue.
...On a side note try downloading another file and see if your speed jumps up to where it should be if it is still slow try power cycling the modem and/or router. a good site to check your connection speed is DSLReports.com
