Rppelz wont start up the launcher... AGAIN

i just got a new laptop, its a windows vista.  i know that rappelz is hard to start up on vista but i got it downloaded and need help.  i started up the launcher then a small window popped up and said somthing like "lancher cant be destroyed"  .   i closed it because nothing was happening, and tried to open it again. this time, the window didnt even open, and it said "excicute wid98sUtil.exe, please"

does this mean i have to tone down my computer to an older version to play this game?

what do i do to start this up? please dont reply unless u actualy no what to do.

    You know what? I'm gonna reply to say this, why don't you use their tech support forums? cause no one here plays this F2P game.

    You have to run it in as Administrator.
