Everyone has different tolerences for what they consider good. Best to look through the list of free mmo's and try the ones that doesn't have everyone calling them complete shit.
I did try Perfect World for a bit and I have to say it was much better than I was expecting. Almost a really good WoW clone. I would actually still play it if I could have gotten the widescreen aspect ratio to work. I can't comment on later on in the game but early on I did notice a ton of quests and the game controlled very well. The town and the world felt alive. I tried a few of the other popular f2p ones but they either looked like total crap or were just straight up grinds from the start and garbage controls.
