Each MMO shapes and develops its fan base in line with its own development. I have experienced that the older the MMO the less permissive it seems to be to the new playerbase. Given that L2 is a pretty hardcore offering to begin and adding to Sovrath's points you can easily see why it would cater to a smaller playerbase. What you're seeing is likely to be a statistical representation of this.

Most likely because community encompasses more than just "whether the game is group oriented" or not.
Scamming is allowed, there is open pk, spying etc. Some people aren't interested in a game like this and that could bring the score down.
Also, there is a lot of soloing in order to get better xp. Grouping for pvp parties but soloing for xp. A part of this is the developer's fault.
