Next-gen usually refers to the advanced graphical implementations and unseen features. So, technically, it is a next-gen game just like Crysis was (with the Cry2 engine). Whether other aspects of the game cause us to delusional from thinking it is - well, the core of it is.
These are some next-gen technologies used in the creation (some of these may be old, but polished to be "next-gen"):
Cheetah
Perlin noise-based cloud generating system
SpeedTree
and DirectX 10 (even though DX10 isn't release to the public)
Personally I wouldn't call AoC "Next Gen." Sure the graphics are great, but that really isn't the only thing that factors into it. Honestly the only "new" feature that it offers is the combat system, and thats not exactly a new idea. Aside from that everything else has been seen somewhere before, improves in some areas and takes a step back in others. Overall I like the game, but its definatly not anything revolutionary.
Graphically, AoC is absolutly next gen. Also combat is a step in the right direction, but too small a step to be called next gen. Gameworld is.. I can't say it's a step backwards, older MMOs didn't suck this much at it (zones/instances). I would say that AoC is not an MMO at all, more like a hybrid of single player and traditional MMO. Quests/ambience/story lines are OK, nothing really new about them, more like same old same old. PvP is a joke, it can be fixed to some degree, and there's that whole siege thing to be tested, but this game is clearly not made for PvP.
Conan is much better than I expected, but it is still a traditonal MMO. It doesn't take the genre to anywhere, if anything, it shows what over instancing does to your game.
I would have to say the art direction in this game is beyond a doubt, the best we've seen for a long time. I've long thought that having realistic graphics in a game makes it feel too plastic, too vapid - too much like the game devs were trying too hard to be technically clever instead of artistically adept.
AoC manages to combine realism with art, and the result feels aesthetically pleasing and a pleasure to be in. It's has some of the most immersive locales for any RPG to date. Now I hate the instancing, but ignoring that, the sound and visuals of this game are perhaps truly 'next gen'.

It seems few blame about the limited numbers of ppl in the same instance. Honestly that's what really make feel in something quite old. My conpet of mmorpg is something where you can have nearly every player in the same zone. This is not technically possbile atm for connection limit and server loading. but i'm expecting mmorpg will go in that direction. That's what really make me fell in an outdated environment. I agrr btw that graphics is great and of course the best in MMORPG technically. Personally I prefer Artistic and fantasious graphic instead of realistic one but this is really good looking. Are we that few to concern about 48vs48 limitation in an RVR ?
at the rate these new "Next Gen" Mmorpgs get made, it kind of sucks that we have to wait so long between getting something new and maybe not so "Next Gen". i still rather play EQ or some VG. all this instancing crap really turns me off. just cant take what these "Next Gen" devs are dishing out......

honestly about NEXT I would consider not only graphic but gameplay mechanics as well.
Next Gen? Pfffft........IMO they took some steps backwards. Graphically speaking, it is a beautiful game. That's about where it ends...........
