I can lend some credit to the weapon in question, (but not much).
When DDO was first introduced, before MOD1 (Velah the Red Dragon) there was two dungeons that would drop insanely good Monty Haul loot. One dungeon was Threnal South Part 3. Anyone that played before MOD1 knows this was the easiest place to get insane items from.
Things like +3 Longsword of Greater (whatever) Bane making it a +7 weapon +3d6 dmg on specified creatures.
The other dungeon was Co6, last chapter.
Both places were the only dungeons you could find +2 Tomes, Vorpol Weapons and any other Power Five weapon.
This was changed, they removed the 1 minute farm chest from Threnal South, and they nerfed the loot in Co6.
Secondly, when they released the Black Anvil Mines, and Invaders... Pre Mod2, they dropped level 14 items, even when our characters capped at only 12.
Later they fixed their error, and changed all level 14 items into level 12 items. I still have one of those weapons, it is a +3 Axiomatic Burst Heavy Mace of Pure Good, started life as a level 14 item, and is now a level 12 item.
He could have that weapon, even at the start of the game a year+ ago... They are much better at controlling the loot now, much was learned from the Spawn of Whisperdoom turn ins.
Anyone who has played this game since before Mod1, knows exactly what I am talking about. Back when the game was called "Sewers and Slimes" Online.... because they had no Dragons.

He doesn't have that weapon, nor does he have the 2000 favor he claims you can get in a weekend...it's why he hasn't returned.
